Throughout the year, we have been rigorously exerting efforts to harmonize socio-economic development with sustainable environmental management. But then again, the threats to economic and ecological stability such as low social and environmental awareness and inactive people's participation may still exist and persist to disrupt our state of local development.

Our local government with our legislative branch is crafting a new roadmap towards socio-economic development that requires the full cooperation and active involvement of the barangays and the citizens. We have been promoting full employment among Carrascalanons with an enhanced right of the people to a better environmental condition. More thrusts and priorities had been devoted to continually shape the community's welfare and protection

Now is the appropriate time to organize and strengthen all committees and councils that provide more services to enhance economic prosperity and social interests in order to effectively prepare its plans and programs and ultimately achieve better quality of life among Carrascalanons.

I enjoin therefore, the utmost participation of the community members to help support our efforsts.
